Usually when people talk about bleeding out as a method they are talking about cutting or stabbing. However if someone was able to secure the basic equipment used in a blood donation, for example, could they use that to draw out enough blood to exsanguinate and CTB?

Clotting. Even a direct needle in a vein can clot off after a while.
Veins vs arteries. You should then probably aim for an artery which introduces the issue if having to have decent knowledge of anatomy and be able to hit something far under the skin with a needle in the way to correctly draw blood.
