I suggest reading the mega inert gas thread. There is a lot of extremely helpful information, but it isn't like you will find anyone who will share a specific resource or anyone in any country that sells a "kit." The search feature will become available to you after you have more interactions and time on the site.

Where can i get SCBA or EEBD in the US? Money is no issue
From what I saw before on the inert gas megathread, most who went with the SCBA setup went with what the following poster advised (once you already have the inert gas cylinder):

The first item is the SCBA regulator(usually it comes attached to a harness, that you detach it from):

The third item is the adapter needed to go between the SCBA regulator and the gas cylinder.

For EEBD hood, they can be got cheap from Chinese shopping sites (one beginning with A seemed popular). Get one with just the hose attached (i.e. without the air cylinder attached). I'm sure you can get more expensive branded ones on U.S websites (as well as Googling 'EEBD hoods', Google 'rescue hood' and 'ELSA rescue hood').
Then you need a gas regulator, and hose clamps to attach the hood to the regulator.

You obviously also need a nitrogen/argon/helium cylinder.
Don't know about cylinder collection where you are. For delivery, a couple of posters said they were only able to get argon cylinders delivered in the U.S.

I presume it's a normal gas regulator. As I
showed above, the SCBA setup has a different type of regulator, used specifically for a SCBA mask. Kind of similar to the SCUBA(underwater) setup.
I guess go with whatever setup is most comfortable for you.
