Yeah I don't know about this one, too many variables that could go wrong. First glaring problem is that you would have to account for the space that the helium balloon take up in the plastic bag, which would no doubt mean you have extra oxygen in there, which means the concentration of helium is lower and the concentration of CO2 will be higher. Then you have the action of cutting things open from within the bag, which could cut the bag. Plus even the AI states you would black out, not necessarily die.
May I ask why this is the method you've decided to go with? Is it because you do not have access to either a helium tank or a regulator?

As far as i know the main obstacle of this method is the CO2 accumulation in the bag that might cause suffering and lung damadge. Thats the whole idea of the constant flow of inert gas in to the exit bag- to flush the co2. And holding your btreth for 30 seconds also contributes to co2 accumulation. The pph recomends 1 minute of hyper ventilation and rapid breathing before starting breathing immediately 0% oxigen. So the possible problems with the method you sugest is not passing out quick enough, perhaps even waking up due to panick attack due to co2 inhsllation. In addition, in the first breaths you exhale you exhale some oxygen that can also contribute to not passing out quick enough before panick attack from co2.

It is interesting but sounds logistically difficult. You are going to put a pair of scissor and a balloon in a bag over your head, seal it, then try to cut the balloon open with the bag over your head?
How are you going to grip the scissors through the bag? I foresee something accidentally getting stabbed (you or the bag)
Are you going to be able to cut the balloon open in time? You will have already held your breath for 30 seconds. Your need to breathe is already going to be strong going in. If you do not cut the balloons soon enough you will start breathing and possibly panic.
If you are going to completely seal it with a rubber band you are going to need to find one big enough to fit around the bag/head/balloon combo but then small enough to tighten around your neck. That is not a standard size of rubber band.
Where are you getting balloons? Many places fill their balloons with an 80%/20% helium/oxygen mix so people do not die from sucking on balloons.
It is an interesting alternative to the traditional exit bag requiring one to get a tank. Might work with some refinement.
