It utilizes the same principle that hanging does, that is, cutting off oxygen supply to the brain by compressing the carotid arteries. The difference being that in hanging, the work is done by gravity, whereas with the Kairos collar, the work is done by applied pressure to the carotid arteries themselves.

Are they planning to release building instructions or just sell/give it to people they deem "worthy"--no mental illness, old age/terminally ill, etc?

There are methods similar to it already here on the forum. I believe the design would be similar to the blood cuff method talked about in other threads.

Anyway, the concept has been around for quite a while. The "Korean collar" it used to go by I believe.
