I think many people are concerned about the legal liability of hosting a site like this. I could see some legal pitfalls in operating this type of site.

Even on clearnet sites you can stumble across it by accident. Depending on the country, LE is more interested in catching people who specifically download, distribute, and produce it, or people who go out of their way looking for it, not normal internet users. If you're really concerned you can report it when you see it, otherwise, avert your gaze and close the tab/delete system 32/ move continents/whatever.
