Get it now while you can and then save it. Shelf life is pretty long if you keep it in an airtight container.

that's what I'm doing. if it gets banned in the future I will just buy another before the law gets effective (there is usually a period in between the sanction and application, I believe) or in worst case scenario cbt before it expires.

I've heard the shelf life is at least 3 years if unopened. I actually bought mine about a month ago to have it on hand in case it does get banned, and I have no real plan to ctb atm.
I got it in case it gets regulated in the future. Even if I'm not using it I feel more comfortable having it. It's like having a fire extinguisher in the house.
