Tonight I plan to tie something around my neck to strangle myself and then jump in a river. I kind of want to slit my wrists before jumping to make sure I die. This should be enough to kill me if the tie doesn't go undone.

You'd have a better chance to CTB if you took benzos or sleeping pills prior to throwing yourself into water imho.
