That's a complicated question and it can only be answered by a lawyer. This isn't an advice. If the person knows what you gonna use it for then they probably get into trouble if a connection can be proven. Another question would be: Does that person in question have a licence to sell and/or dispense "dangerous/poisonous chemicals".
