Probably whatever is more difficult to swim in. Fast waters in a river or an ocean with strong currents would be my bet.

Hopefully it's peaceful when you start drowning.

Probably not yet discussed. If weights are tied to the ankles or they are set in concrete, the body won't be found by any of the 3 methods. Jumping into a deep reservoir, jumping from a bridge into a river or into the sea from a boat or pier, can ensure likely and relatively quick drowning, immediately if weighed down. Some people may prefer to just walk slowly into the sea until water finally covers them, with or without weights, which allows them to maybe change their mind and not CTB after all.

Most bridges usually have CCTV cameras installed...

If someone uses weights, is there a high probability they won't be rescued even if there's CCTV?

It doesn't take long to drown.

In the time it takes for authorities to be alerted, arrive to the scene, and find you underwater (hard), and bring you back to the surface, you're very likely to die.

I've heard drowning is relatively peaceful too. Probably a less distressing option compared to others.
