I have severe long covid dysautonomia/POTS and cannot handle a failed attempt which could worsen my condition even more, what are the chances of partial hanging damaging arteries or veins in my neck leading to permanent worsened blood flow to my brain, or oxygen delivery problems?

I think the biggest risk really is if you're either caught in the middle of the act, or if the rope breaks. You then could end up with brain damage. This risk is for about 30 minutes until death is achieved in most cases.
Your best way to prevent this is it use a strong ligature material, a strong anchor point, and to ensure you're alone for the day
