Reason ask is how do we get proof, plus I see a name crossed out on a profile yet they still come on and post, so it confuses me, a crossed out name cant mean anything then really unless we have proof, can it. I dont wish to see anyone suffer in this life yet dont wish to see anyone go either

I was just confused as when I joined I thought I read if you crossed out your name it would mean your account would be frozen/deleted or whatever, perhaps it didn't then. If you put up a goodbye post or ask for a self ban, I call that a 'soft ban.' You can ask a moderator to unban you.
If you put a goodbye post, you will automatically be banned. Should you change your mind or it didn't work, you can ask a mod to let you back in.
Once someone is banned, unless you see an obit or have first hand knowledge, there is no way to know if an individual was successful.
