I found him from the resource compilation post. I can not find a lot of information other than he lives and works in Hong Kong. The same website has the video from the resource compilation post as well and there is a note that says "Doing It With Chi... Making an Exit Bag (2009) parodies 'Doing it with Betty', a DIY video made for the Exit Foundation by an elderly nurse educator. Against a soundtrack of exactly the same inappropriately jaunty music, Betty explains with cheerful matter-of-factness a sequence of tips for how to make a plastic bag for failsafe suicide by suffocation. The original video begins with a warning that it is not suitable for children, or for anyone suffering depression or mental illness; Kwan's version, in contrast, claims in large letters, 'This material is suitable for anybody suffering from depression or sadness.'

I used startpage to type "doing it with betty" and the first link was a Youtube video but I do not think that's her because it's from Australia and when I searched Exit Foundation I got redirected to https://www.exitfoundation.org.uk/ and https://en.wikipedia.org/wiki/Exit_International. Does anyone know the context of Chi's video?

Kwan Sheung Chi is an artist.
From his Kiang Malingue page:
Stepping into a more defined political zone, Kwan delivers his works with a deadpan sense of humour and an anarchic disposition. In the films Doing It With Chi—Making an Exit Bag (2009) and Doing It With Mrs Kwan—Making Pepper Spray (2012), for example, Wong and himself pose as DIY instructors akin to those found on Youtube albeit delivering advice for assisted suicide and the creation of a weapon or self-defense tool, respectively. Dark and dry, the artworks follow videos providing assistance regarding everyday problems, an approach that prompts us to realise how we tend to focus on the mundane whilst not tackling the major threats to our existence such as the dissolution of democracy.
