Why am I not able to see peoples full profile?

A lot of people have this marked to private in their settings so that others can't see it.

Click on the search bar. You will see a box that says member. Type in the member's name and hit search. You will be able to see the member's profile even if they have set it to private.

It's set by default to private, that's why almost everybody has it that way, so is yours.
