So just when it seemed everything was ready to ctb (using scuba) I go to play around with the surface valve on the Neptune three which is already pre installed and found it to be stuck. I managed to twist it to open so it does work but is VERY difficult and not moving whatsoever. It has to be turned back off so the valve can shut meaning the supply of nitrogen is what is inhaled and not surface air. Here is a pic.
