I do This smells of the seminal Nutt et al work. Ultimate public case of politics stomping science. Nutt is the guy behind this classic:Maybe someone finds this interesting:

He headed the UK Government's Scientific Council on Drugs -- which was broke apart after this fiasco. Government insisted:
Like wtf? This is a scientific fact. His comments about horse riding being more dangerous than ecstasy are of course a political rather than a scientific point.
15 years ago my 'Physiology of Brain' professor taught us the course and said quite clearly that public policy had nothing to do with science. She wasn't a pot-head nor a liberal but a rather strict dry (nice) academic.
Nutt is really as good as you can get.... A neuropsychopharmacologist specialising in the research of drugs that affect the brain and conditions of addiction, anxiety, and sleep; chair of Neuropsychopharmacology, Imperial College London; President of the European College of Neuropsychopharmacology; president of the British Neuroscience Association; etc.
* There is a heatmap which is even more phenomenal, I will find it! -- done.
