Method Suicide FAQ "plastic bag and rubber band"

So I read the Suicide FAQ and it says that the poison methods are much more reliable if you use "plastic bag and rubber band". Sorry to sound stupid but how exactly do they mean it?

I honestly feel like adding a plastic bag to the poison party just makes it scary, and nasty hot moist air as you die.
