PGP encryption how to use/safety purchasing from dark web

Hi

Just wanting to purchase some phenobarbital and worried as I ideally need Uk vendor. On dark web keeps asking me to use a PGP encryption key but when I click on link for this it comes up with a whole page of text! How do I use this? And is ie safe to purchase internationally as concerned it could get intercepted - more so as looking at morphine also. Do I use a mailbox? Any thoughts??

Can you even get phenobarbital on there anymore. I tried looking for some the other week on there but couldn't find any (if you find a vendor please can you let me know)
