Afaik, no. South America. People have been successful there. Use the search, you can find threads about it.

The N train has left the station. Even in SA region it is oustandingly difficult unless you truly know an insider but even then expect an extremely high price and chance of being scammed. Don't bother with Mexico, that has fully departed viability and will definitely be a scam as well given it is regulated there now. I've come to terms with all of this. It's unfortunate but just the reality. I'm focusing on the methods that are realistic now to save myself unnecessary searching for a solution that isn't there anymore, sadly.
