I have been practicing hanging over the past 2 months and every time after practicing, I lose my voice partially. Does this happen to anybody else?

This happened to me on the times I attempted by ligature, usually my voice comes back after a day or so but the sprain in my neck is what really bothers me. I'm sorry you're going through this.

I haven't practiced hanging in a long time, but I did notice a long-term change in my voice. When I speak, it tends to come out thready, raspy, or creaky, and it's hard to make the exact sounds that I want to. It feels like I have to "push" the sound out, and hope it isn't too embarrassing.

However, this may just be an issue of disuse. If I take the time to warm up my vocal cords, the way singers do, then it becomes much easier to speak, and I have near perfect control over the tone and pitch of my voice.
