Since it's flat and thicker, could this cause issues with compressing arteries, resulting in elongated strangulation? Thanks in advance.

I have my doubts, even about for tying a knot correctly... Perhaps because it's flat, it doesn't penetrate into the neck easily enough to compress the carotid arteries.

Although there are videos of people using all kinds of materials and having success... I'd rather not take the risk.

I hope someone else can help..

Looks like it might be suited better for partial. Although, like @jesibel said, people have used all kinds of things and been successful. Maybe you can try and do some controlled experimentation with it and see if it will give you a good choke.

I wish I had faith in partial, but it just seems to fail too often :/

I don't think it fails because the method fails. It's more about having ultimate resolve with partial. It's easy to back out when things start getting "hard". Not so easy with full. It's definitely not for everyone.

In general not, unless you are a lightweight cage fighter with extreme strong neck muscles. I, 90 kg, used a karate belt of about 5 cm width and had no problems to pass out within 5 to 15 seconds.

I'm pretty lightweight, approx 50kgs. Could that be an issue?

The neck diameter is the third factor besides body weight and rope diameter. If you have a slender neck you will have no problems. Your belt diameter is with 13 mm rather small anyhow.
