Peru's your best bet- check out the PPH book for more information- there's a free version of the book on this site. It's not illegal to possess it in Peru. It is illegal to import it into most countries but for the most part there isn't a custodial sentence or even a criminal record- possibly a fine. It depends on the country you live in and the classification of the drug there. Also research how your particular country deals with it. There's an area on the outskirts of a town that have veterinary supplies. The drug is sold for euthanizing animals. And if you are persistent and find the right place they'll sell it to you over the counter. But it does take some determination, a little bit of courage and leg work.
No, small chances that any vet will sell it, maybe with a good bribe, but you are risking thay he/she can call the police. And this is not funny over there. Agrovet shops are the best choice. Clerks can be bribed much more easier, some of them even do not know that it needs a script or got it more and can sell without it. Local dealers can basicly found you everything but it is risky that they can scam you or even rob you.
Best option is to go there with source and it is possible.

Of course there's a chance of getting scammed by the translator or reported to the police by the translator. But if you pay the translator well they would probably do everything you wanted. There's always risk. As wyo777 said, ending up in a prison in Peru or Bolivia over this would not be a good outcome. That's definitely something you want to make sure to avoid.
