I'm planning to:
1) individually delete my social media accounts, apps, photos, videos, texts etc
2) factory reset my devices
3) then type a note out + record voice notes on my (android) phone and (HP) laptop

Can any of the deleted photos and videos be recovered? If yes, is there any way to prevent that? I'm sorry, I'm very ignorant regarding tech stuff. Please help me. Thank you!

That would be fine, unless they have a reason, they aren't going to try to retrieve deleted information from a suicide.

Factory reset will delete everything from your phone/computer.

Don't mind with anything else, It will do the job. But just for the sake of education:

For the computer you can also use ccleaner to wipe the hard-drive and ensure that no software recover your deleted files.

The best way to ensure that nothing is recovered is obviously, destruction.

Files might still be recovered though, But only if people are willing to spend a really good amount of money on it.

Keep one cell phone...remove and Distroy the sd card and factory reset the phone. Record your last note on this device.

Destroy all hard drives, sd cards, USB drives, Laptops, and tablets. You will not be needing them anymore.
