Usually when people talk about bleeding out as a method they are talking about cutting or stabbing. However if someone was able to secure the basic equipment used in a blood donation, for example, could they use that to draw out enough blood to exsanguinate and CTB?

Some problems off the top of my head:
  • Blood donation uses a small needle. Bleeding out through a small needle would take forever, leaving plenty of time for SI and...
  • Clotting. Even a direct needle in a vein can clot off after a while.
  • Veins vs arteries. You should then probably aim for an artery which introduces the issue if having to have decent knowledge of anatomy and be able to hit something far under the skin with a needle in the way to correctly draw blood.
In theory, it could work but has some hurdles.
