It seems like it would be more suspicious if I were a tourist from the US and I came all the way to a foreign country to get this figured out though, right?

Not necessarily. This is not an option in the US. No vet will give you Dolethal or Euthasol.
Because just like all doctors in the US, vets are greedy bastards and want to charge you for euthanizing your animal, instead of just for the medicine.
