How far up does the anchor point have to be? And how long does the rope have to be? Surely if it's too long and touches the floor that defeats the point but I've seen people saying it should be 15ft long, that seems like too much? Would I get up there on a chair?

Height, at least a foot taller than you.
Length, long enough to have it 100% setup. Add a few feet "just in case" it is needed.
Chair, you need to be elevated for it to work and not be partial.
Each situation is different. You need to adapt to your specific situation.
