i'm 5"5 and 115 pounds, my ceiling fan is maybe 9ft or a little more up in the air. could that possibly hold my weight for a full or partial hanging?

What is your fan made out of? Plastic? Metal alloy?
What about the hinge that keeps it on the ceiling? Fans are really unreliable.

Would not advise risking it, because if it breaks before you are entirely dead you might be permanently damaged from the prolonged oxygen deprivation depending on the timing of the break and if survival follows.

The fan itself isn't meant to support any weight. The ceiling box is what holds the fan up. If you secure a rope around the fan itself, it isn't going to hold. There's only a couple, small sheet metal screws that secures the fan to the ceiling box/mount. It will never hold your weight.

I personally wouldn't advise this method. It's too risky, and the fan is unlikely to hold your weight (no offense). Most commercial fans are shoddily produced. In addition, as a former person posted, this method could potentially cause brain damage and permanent physical damage.

Get a ladder, grab the fan with both hands and see how much weight it will hold. If it does not pull loose, make sure you have NO DROP. The load spike can tear it loose.
