To the best of my knowledge or isn't illegal to buy or possess nitrogen anywhere so no dark Web or anything needed. Just google it. Gas suppliers etc should be fine just pay attention to what type of calve they have on their tanks and make sure you have a regulator that fits. Also maybe buy them at separate places to not raise suspicions.
