For a socially inept person who's kinda isolated already?
I used to be decently social but after COViD I'm going down the drain and I don't know how to meet new people.
I thought theatre classes would help but it got empty after the pandemic and the few people there aren't too keen on being social.
I'm looking for ideas right now.

of course it depends on your personal situation ... sporting activities, walking with a dog ...

Well, let's see, let's start on a super small scale, the purpose is to make it simple and not so shocking that you find it too difficult, so do you go to the store? Maybe say 'hey, how ya doin?' to the cashier... 'hows work today?' ya know start with little things like that. shit i should really take my own advice, for me it's more of an attitude problem, but anyway, hope this is helpful.

Get a hobby that requires social interaction. I found the best way was to try to learn a skill from people. Basket weaving, welding, drifting, rock climbing. There's communities around all sorts of hobbies.

There's also a website meetup.com in which you can search for stuff like hiking groups, networking and what not.

I had some luck going out in the evening to a popular hangout spot in town. Usually most people are with friends, but there are sometimes a couple of people alone that are looking for social interaction too. You could try your luck there.

For me Covid actually helped me meet more people. A friend of mine has a big discord full of local people our age and I asked him if he can invite me. I met loads of people and have made a few friends. Try to find new social circles through the people you already know.

cashiers are hard to talk to in my experience because they are always really busy.
