I think this might be more tricky than most people think. It is also depends at what age you trade shoes.

For example, now if you wanted to implement democracy you would most likely die. Foreign Countries would try to coup you, your crimes cannot be undone, you are responsible for thousands of deaths, millions are starving.

But let's say you are his daughter. You go to a Western college. Learn what the world has to offer and you don't want your people to suffer. How would you do that? Wait until dad is dead? If you show weakness people in your family or inside the apparatus only wait to kill you. And they are greedy for power. And you won't just die. I heard there are brutal torture and execution methods in North Korea like feeding someone to hungry, aggressive dogs.

Even though, it is interesting to consider the notion of governing a country. Even contributing to a better world but I would choose someone else to trade shoes with. And in North Korea you have to signal to the world that you are indeed an unpredictable madman. Otherwise other nations or people within your own regime will topple you. And maybe the system needs brutal execution methods for traitors to disincentivize critics of the regime.

Maybe I would try to get political asylum somewhere on this planet. But relatives who come into power will have the sole goal to kill you.

A lot of the despotic type of leaders in countries like this are well informed about the stuff outside their country... they want a lot of it for themselves, just not for their people. Leader of North Korea sees himself as a superstar and loves a lot of things in the free world and he can have all those things for himself and deprive his people of them at the same time. So, it isn't lack of awareness of the outside world that makes him an oppressive leader.

Ultimately, people put up with him and he does what he does because he can get away with it. Sometimes we see when people revolt how they just replace their bad leader with a new bad leader and the cycle repeats. People in "free" countries, like here in the USA also often like to oppress others as much as they can... so being "free" doesn't mean guaranteed actual freedom.
