When I was born, due to medical negligence, the umbilical cord ended up hanging me, causing me to lose 8 minutes of oxygen, this caused me to paralyze the right hemisphere of my brain, my right extremities such as my arm or my foot are not very agile, lately I have felt that I lose agility in my fingers of the right hand, but I do not know very well what type of therapy I should do or other types of things. Does anyone have any ideas?

Have you done some sort of physiotherapy? Usually, some health professional ask for some exams and the physiotherapist will apply the necessary methods and exercises.
