I think that depends on who goes there. If only a certain group of people is allowed to enter paradise, then paradise has to be made along the lines of whatever differentiates that group of people from others. If everyone goes there, I'd imagine it would be less of a single, unified place and more of a bunch of "personal heavens" stuck together.
