Yes, those are the factors that I would take into account for each spot. I do not think that those options could be on the top, because of; as you said, availability issues, and risk of imprisonment.

A couple people have tried lately, but when they don't have the data they sometimes guess or estimate or speculate and then the whole thing is unreliable. It would take a lot of work to get a list like this hat is acccurate.
