I live in a town with high humidity and so, my metal tools always rust very quickly. i have a mostly-sealed box of box cutter blades i use to sh, and i obviously don't use any that i can see active rust in, and i clean my skin and the blade with hydrogen peroxide before i cut. However, i have only had a tetanus shot when i was a baby and cannot renew it currently for life reasons. I don't want to turn my sh into a problem outside of my control, but i would still like to cut. Is how i'm currently going about it safe?

yes, i could just buy a new pack of blades each time, but that would get wasteful and expensive very quickly

iirc tetanus results from the toxins produced by a bacteria that naturally resides in soil. Unvaccinated children have contracted tetanus playing in the dirt. As long as you don't store your tools in or close to the ground it shouldn't be a serious risk.
