Yes, you can test your SN anytime you want. It can be done either when it arrives or a day before ctb.
BUT
SN purity has to be at least 95%. Everything below this value will significantly drop your chances to ctb or won't allow it at all. Using the purity you mentioned (6,5%) definitely won't let you do this. As far as I'm aware it will only make you very sick. Nausea, stomach pain, vomiting etc. but won't kill you.
