I know it's supposedly a bad idea to ship N to a PO Box but I know they won't ship it to my college and I cannot ship it to my parents house either. So I'm not really sure what to do. Thoughts....
Ship it to your parents and intercept the package on day of delivery. You don't have other options.

There are other options. Rent an address and a P.O. Box at MBE or another mail service company and have the package sent directly there. In Europe minimum rent is 3 months. You can also redirect it to a pick up store before it arrives in your town (you need the tracking number). So UPS would not try to deliver it to your home. I assume it will be shipped via UPS.
