A smear campaign might be seen as "bearing false witness" or fall under a legal classification such as libel or slander. They usually end when the instigator feels they have accomplished their purpose.
A cease and desist letter can be issued by a court or by anyone (typically lawyers) threatening legal action. They are effective to the extent that the person threatened feels that it is in his interest to cease and desist.
Peace with narcissists can usually be achieved by feeding their narcissism.
