No reason why it should. Unconsciousness occurs due to lack of blood flow to the brain, which has to do with the ligature compressing your carotids. Propranolol works on your beta adrenergic receptors reducing your fight or flight response and valium on your GABA receptors in the brain having a overall CNS depressing effect.
