Help ppeh under 50

I really want to ctb peacefully but the information available seems so unreliable. I don't trust the ppeh pdf and I can't access the real version since I'm not 50. Does anyone know a way to get access to the official ppeh under 50?

How will they know you're not 50? Even if you had to upload a pic of your license, really easy to use gimp or photoshop to change a couple numbers.

Gimp is shit and a nightmare to use though. You do need some talent to modify a passport, even on photoshop
