Like almost anything in life... it's only as effective as the level of effort you put into it.
A knife to your own chest takes a will that I can't even begin to comprehend. I would not recommend it.
A gunshot would probably be more plausible method but you have to aim correctly.
Both of these methods have been tried and the person has a decent chance of survival if handled in time.
It all depends.

Well, "effective" in what way
1. maximise suffering: go knife
2. minimise suffering: go gun
Though, this is broad. Knives and daggers vary, much like guns do. If someone felt they needed to use these methods, i can only suggest you take great responsibility and do great research.
