That man survived because he landed on the roof of a car and crash through the windshield. The windshield are glass so it absorb his fall, and the car further absorb more of his fall.
Therefore he didn't hit the ground/concrete. So it not free fall, he fall onto something and that something absorb the impact. Free fall is when you go straight down with nothing got in the way.
There was a case where a man survived because he landed on a big glass building (and he fall higher than 39 stories), the glass shatter to pieces and he survived. In fact he was dangling on a wire where the glass building was. Again, it wasn't free fall, he didn't even hit the ground, lol. He dangling on the glass building roof.
39 stories is still not high enough, lol.
Again, I wouldn't jump unless it 2,000 feet or more. If I don't hit terminal velocity, I won't jump. Terminal velocity is 1,500 feet. I go 2,000 feet or more just to be safe lol.
