i know concrete is best to guarantee death but if its from the 17th floor or 170 feet high, shouldnt the outcome still be death?

The outcome may or may not be death, If I had to guess, I'd guess less than 10% chance of survival, but check the article below, because it has better data (maybe search the DOI in Anna's archive or smth if u don't have access)

Eh just make sure it's secluded. The brain injury alone will kill you pretty quickly if you're not found, but your body will be screaming if you don't die instantly.

From what ive seen in methods that involve jumping from heights, that is plenty deadly. Concrete is best, but I think if the jumper has high enough terminal velocity they won't survive. Do note what @EmptyBottle said, that it may or may not be death, and one might survive and be in the 1%. I can vouch for it being a 99/1 death to survival scenario, and please please please look at it that way or it'll end up worse in case the jumper survives. I was still alive and breathing after a traumatic attempt that i thought would 100% be enough and has high mortality in nature, yet i am still here and the suffering is even worse because of the disconnect between mind and body - mind is dead, body is alive.

Well even if you are found how would they save you?
Swim was discovered this way and a hospital flew a helicopter out to save them, chronic health issues and all. It wasn't over 150' tho, which is a much safer bet.
