Is a helium regulator essential when making an exit bag?

hello. I'm trying to make an exit bag. I plan to use party helium (I don't live in the US and the one I'm using is 99% pure stuff)
Do I need a regulator when I make this?
I've heard that the regulator is only needed when using nitrogen.

Assuming that your Helium tank has a flow constrictor, depends of its flow rate, you need a flow rate of ≥15 LPM.
Also what's the total capacity of the cylinder?
