You need a tor browser and have to know where you are looking to find what you want, there might be somewhere on the regular web that you can find a directory of the site link for something like that but it would likely be taken down
But also at the same time I wouldn't recommend buying stuff on there if you can find other ways to get it that would be betterSimilar threads
