I tried to do it, but I end up hanging for 3 minutes and I just feel like the blood's coming out of my head. Then there was another 5-second test where he started to pass out, but SI worked.

Within 20 seconds you should pass out and within 20-30mins after final convulsions you'll be dead. You're typically brain dead in about 5 mins. Chances are you're probably only compressing the jugular vein which is on top of the carotid artery. If you're positioning the noose above the Adamsapple then you have some of the muscle to get through as well.
Don't feel too bad if you never make this method work though as forany ot can be hard to get the correct pressure and angle on the sweet spot which is why desperate people turn of they can to full suspension.

So do I need just take noose lower?

If its more than about 10 seconds, it's not correct.

If you stay conscious for more than 20-30 seconds you are doing it wrong, you should just change your positions or abort.
