In theory, yes, but in practice it is much more complicated than that. I can say it from experience, since I've tried partial suspension and failed just some days ago. I did everything right according to the guide you can find somewhere here, and still I couldn't get to the point of passing out and every time I got close to fainting I started suffocating and gasping for air. I can't tell you what to do to succeed, but I can tell you the signs that you're doing it wrong, if that helps:
1-your head feels like it is going to explode. I'm no expert, but I suspect that symptom means that you blocked the veins to where blood comes out of your head instead of blocking the arteries from where it comes in. We're aiming for the opposite.
2-you feel like desperately gasping for air. While some discomfort is inevitable with a method like this, it shouldn't reach that point. Maybe you're going too slow (like I did) or the rope isn't placed correctly.
3-the noose won't tighten around your neck when you lower your body. I had this problem with the necktie I used, and had to pull the knot down with my hands while simultaneously lowering my body so the noose would tighten around my neck.
4-you have tried multiple times and got petechiae all over your face. That probably means that the noose let blood come in your head, but made it difficult for the blood to go back to your body, which caused your cappilaries to burst from the amount of blood trapped in them.
5-you can still see things clearly after some seconds. Beside the dizziness, one other very relevant sign you're doing it right is that your vision will darken progressively until you're unconscious.
