Will it be legal, and who will be eligible for it?

Probably not for some time. In the next few decades we might see it opened up for people with painful or terminal illnesses more. Whether it will go beyond that or not is hard to predict. I don't even care really since I can crack myself open regardless of whether government senpai says it's okay.

As a simple answer, I think there may be more countries around the world willing to allow it for terminally ill patients (those who are going to die within 6 months or less, maybe shorter than that), and it would take many years (a decade roughly, possible several) before it becomes more common place in countries that normally don't allow it.

They won't allow it for the mentally ill, because the mental health profession would lose too much money.
