It's possible he could have applied to become a citizen of Belgium, and a few countries even have a law where if you live in their country for long enough you automatically become a citizen of that country.

You have to be a citizen of Belgium to get Euthanasia in Belgium. You can check in other countries though, maybe they allow.Similar threads
