I tried partial suspension last night and I couldn't push through it due to have a ringing sound in my ears, it sounded like a car alarm but inside my head which would stop if I stopped pushing down and putting pressure on my neck. It was really annoying but my lips were tingling, was I almost about to pass out or even close to? I don't know if this is a common thing that happens during partial?

Build up of blood pressure due to veins being blocked can make your head throb and ears ring.

generally people don't want this feeling. The idea is to also block the artery so that blood cannot flow properly to the head. When done right you should feel yourself start to pass out and lose sensations quiet fast.
