I think it's naive for anyone to think that some secret governments across the world (mainly US, China, Russia) haven't done experiments on adult human beings.

I bet they probably have all the expertise on a perfect human murder (painless or painful) in particular for secret missions that people undertake. It only makes sense to run tests on humans (even unethical) as experiments on rats still leaves a lot of room for biochemical differences between rats and humans.

Here in America they have a lot of guinea pigs to choose from. Lots of people in prison, lots of people in nursing homes, lots of people in mental institutions, and lots of homeless people.

Oh yea governments definitely do experiments with other humans, it is not a secret that there are still labour camps where North Koreans in particular are stuck slaving away for the rest of their lives. Not trying to sound like a tin-foil hat looney but I wouldn't be surprised if humans were actually being tested on. They sure surveil us enough.
