Excuse my ignorance. Just confirming that a cross out means we have lost that person or they've chosen to leave the site?

They've either been banned, elected to terminate their account, or they are believed to have passed x.

A crossed out name simply means that the persons account is not a member of this site anymore. This could be for a variety of reasons, which have been listed above.
